Scoring Methodology
Need Score (0–100)

A composite of four Census ACS indicators, each normalized relative to all counties in the state and weighted:

  • Poverty rate — 35%
  • Unemployment rate — 25%
  • SNAP participation — 25%
  • Rural classification (RUCC 4–9) — 15%
Spending Gap Score (0–100)

Combines high need with low federal spending per capita. A county with a high need score and low spending index has the highest spending gap — most underserved relative to its need.

Spending Gap = Need Score × (1 − Spending Index)

Data Sources
  • Federal spending: USASpending.gov obligations by county FIPS
  • Census: ACS 5-year estimates at county level
  • Rural: USDA RUCC codes (4–9 = non-metro)

Spending excludes transfer payments (Social Security, Medicare, Medicaid, SNAP).
